PROGRAM IMPLEMENTATION


The BACH Council, which will be at the helm of the entire BIBO BOHOL Program, will partner with the Provincial Government of Bohol through its Center for Culture and Arts Development (CCAD) for program implementation. It will also partner with the KILOS ASENSO MOVEMENT of the National Government in stressing SELF RELIANCE and the BAYANIHAN SPIRIT in the conduct of its projects. Other prospective partner institutions are the MET Museum, Department of Trade and Industry (DTI), Municipal LGUs, private resort owners and tour operators, and such other agencies and entities as may be identified later. The BACH Council will assume a leadership role in program implementation. BIBO Bohol will occupy a relatively large portion of its administrative concerns, although it will not be the Council's sole concern. The following graphic illustration shows the equally prominent status occupied by BIBO Bohol, the Provincial Government, and the metropolitan Museum of Manila among the programs and projects under the BIBO BOHOL program

Preservation, restoration and adaptive re-use of ANCESTRAL HOMES
  • by providing technical assistance and micro-financing to their conversion to bed and breakfast, homestay, souvenir shops, galleries, etc.
  • as museums, chocolaterias, etc.
Awakening productive community creativity and increasing community revenues through CRAFTS LIVELIHOODS
  • through crafts and service centers which will work on: product design and development; market encounters and development; weaving, furniture, cuisine, basketry; community eco-cultural tourism innovative products based on tradition; link with OTOP approach of DTI; and empower communities to reach a new level of production with their crafts.
  • reducing reliance on middlemen and, as much as possible, enabling direct access between producers (the community) and buyers, resulting in a mutually advantageous situation: lower prices for buyers, greater earnings for producers
Eco-Cultural Tourism FOR DISTRICT CLUSTERS OF HERITAGE TOWNS
  • banner principles: ecological soundness and conversation, cultural integrity and revitalization, economic benefits for the community, helping towns develop their eco-cultural tourism products
Increase community incomes and youth productivity through HERITAGE CAMPS
  • by establishing sustainable heritage camps for creative industries with fixed facilities which can generate incomes from: rentals of facilities year-round; program services and on-site learning for heritage protection and culture-based crafts, heritage tours, supported by a web of surrounding heritage towns offering local cultural fares and products
    i. regular youth heritage camping custom-fit to groups and institutions
    ii. areas where the province is able to showcase a high level of biodiversity
    iii. ensure ongoing program of biodiversity protection
  • management by communities (part of the income goes to the upkeep of facilities and to the barangays involved)
  • camps may be used for various purposes (Boy Scout and Girl Scout Jamborees, etc.), but must be devoted primarily to ecological education
  • Prospective site: Rajah Sikatuna National Park in Bilar, other sites to follow

Establishing repositories of Boholano heritage
through a state-of-the art Provincial Museum and Art Gallery displaying the best of Bohol's heritage and arts in collaboration with the Provincial Government of Bohol

Revitalizing historical districts as community tourism destinations

  • to generate incomes from:
    i. Bed and breakfast, souvenir shops, art galleries
    ii. Crafts and food stalls
    iii. Events, contests, re-enactments, performances
    iv. Community activity centers
  • for example, designating Sitio Ubos as the Heritage District of Tagbilaran in collaboration with the City Government of Tagbilaran and the owners of the ancestral homes in the area
Instilling pride of Boholano and Visayan cultural legacy and artistic excellence
  • through helping main streaming arts and heritage in formal and non-formal curricula
  • musical heritage as a creative industry, especially in Loboc
  • providing consultancies
    i. In the indigenization and localization process of the basic curriculum of Bohol schools
    ii. For the existing Bohol High School for the Arts and the envisioned Tagbilaran City elementary arts schools
    iii. In establishing the LOBOC/BOHOL SCHOOL OF MUSIC
Restoration of Selected Landmarks of Bohol's Cultural Patrimony
  • training and technical assistance to local museums and galleries
  • partnership restoration, preservation and rehabilitation of churches, convents, organs, belfries and other cultural legacies of the Catholic Church in Bohol
Enhancing the work of the private tourism sector
  • through human resource development, like training of tour guides, and
  • developing cultural and heritage tourism packages
Raising knowledge and skills of the cultural sector
  • Professionalizing Cultural Management
  • Expert consultation in arts and heritage management and arts marketing of creative industries
  • Establishing heritage education curricula
  • Providing assistance to key sustainable projects of the BACH Council
  • Providing consultancies in specialized fields
  • Like in developing master plans for arts, heritage, and culture tourism
